Draft NUREG; request for comments.

SUMMARY:

The U.S. Nuclear Regulatory Commission (NRC) is revising its licensing guidance for academic, research and development, and other licenses of limited scope including electron capture devices and X-ray fluorescence analyzers. The NRC is requesting public comment on draft NUREG-1556, Volume 7, Revision 1, “Consolidated Guidance about Materials Licenses: Program-Specific Guidance about Academic, Research and Development, and Other Licenses of Limited Scope Including Electron Capture Devices and X-Ray Fluorescence Analyzers.” The document has been updated from the previous revision to include safety culture, security of radioactive materials, protection of sensitive information, and changes in regulatory policies and practices. This document is intended for use by applicants, licensees, and the NRC staff and will also be available to Agreement States.

DATES:

Submit comments by February 26, 2014. Comments received after this date will be considered if it is practical to do so, but the NRC is only able to assure consideration of comments received on or before this date.

II. Further Information

The NUREG provides guidance to an applicant in preparing an academic, research and development, and other licenses of limited scope application for use of unsealed radioactive materials in laboratory studies or similar activities, veterinary uses of licensed materials, and small sealed sources such as in electron capture devices and X-ray fluorescence analyzers. The NUREG also provides the NRC with criteria for evaluating a license application. The purpose of this notice is to provide the public with an opportunity to review and provide comments on draft NUREG-1556, Volume 7, Revision 1, “Consolidated Guidance about Materials Licenses: Program-Specific Guidance about Academic, Research and Development, and Other Licenses of Limited Scope Including Electron Capture Devices and X-Ray Fluorescence Analyzers.” These comments will be considered in the final version or subsequent revisions.
