Detroit Edison Company; Notice of Application

Take notice that on December 18, 2003, the Detroit Edison Company (Detroit Edison) submitted an application pursuant to Section 204 of the Federal Power Act seeking authorization to issue securities, in an aggregate principal amount not to exceed $1.2 billion, consisting of approximately $1.0 billion of secured and unsecured long-term debt and approximately $200 million of common stock.

Detroit Edison also requests a waiver from the Commission's competitive bidding and negotiated placement requirements at 18 CFR 34.2.
