P.”), the Plaintiff fails to establish in the Complaint that this Court has proper subject-matter jurisdiction over this matter. The City sets forth these arguments supporting dismissal of this action in the accompanying Brief in Support of Defendant’s Motion to Dismiss Plaintiff’s Amended Complaint Pursuant to Federal Rule of Civil Procedure 12(b)(1), which is incorporated herein.
