Gina has been harassing me since October 201 9 as a volunteer PTA Board member. She has made several accusations and threats against me and other members of the PTA Board that all have been found to be baseless. She has told me and others that she will keep coming after me until I quit the board and leave the school. Gina told a fellow board member, in a classroom while children were present, that, “1f I or my son are asked to leave the school then l will take it down, l will take the whole school down, l will burn it all down. l have done it before and l will do it again.” This was afier the fellow board member told her that if I did do something wrong that l, as PTA President, should be removed. Gina has also physically intimidated me multiple times by walking behind me while we were dropping off our children to school and making comments about me doing illegal things. Gina has made several different accusations against me (and others). They are all difficult to follow and ofien the details around her accusations change over time. There have been over 30 emails to me and others on the PTA Board. Gina has filcd complaints against mc with my PTA Board, our local PTA chapter, California State PTA, Oak Grove School District, and State School District (this one cannot be confirmed). Gina could not/ cannot provide any supporting information to any of her accusations; therefore, all investigations were closed (or not even opened) because they were found to be baseless. In my roles as PTA President (2019-2020) and Treasurer (2020-2021) l have spent at least a hundred hours dealing with Gina. l (and others) have worked to resolve her grievances by meeting with her face to face and responding to her emails all with no resolution. l tried to resolve this issue with the help of a Santa Clara County mediator; however, Gina declined mediation. When the harassment started again for this school year, l sent Gina a Cease and Desist letter, to which she responded by sending me a Cease and Desist letter telling me to stop harassing her. She also has made several attempts to publicly bring these allegations up during community-wide monthly meetings, which typically have 100- l 80 people in attendance. As Gina told my fellow board member, “I will burn it all down. l have done it before and I will do it again”. Approximately, 10 years ago Gina harassed PTA Board members at our school. She didn’t think the school janitor was doing his job so she harasscd him and board members until he quit his job, got a restraining order against her, board members/parents got a restraining order against her and several people quit their volunteer posmons. Gina made up allegations that I am harassing her, but I have had no prior contact or communication with her (other than casual contact as pan of school events). Dun'ng all of this harassment, I have only spoken to Gina once, she addressed the PTA Board once and l have not seen her in person since March 2020. l have only responded to emails that she has sent me. l did not initiate any communication. Background My daughter is in 5th grade and attends Indigo, a K-8 pamnt participation school in San Jose. Parent involvement is one of the cornerstones of the program. Parents need to commit to a weekly classroom shifl, classroom job, and community job. My community job for 2019-2020 school year was PTA Board President. My community job for 2020-2021 school year is Treasurer. Gina Howell s community job was Parent Education trainer at the beginning of the 201 9-2020 school year. Gina was removed from this volunteer position in October 2019 by the Principal of the school due to Gina s behavior around children and her threats to the board. Gina s classroom job for 2019-2020 school year Cooking Enrichments for 4-5 graders. Once a week the students rotate through various enrichment activities depending on what the parent volunteers offer that school year. Timeline October 20 l 9 10/14/ l9: Gina sends email to Dana as PTA President demanding that Dana apologize to the entire school community by Thursday, October 17th or she would call for my resignation publically at our monthly PTA Meeting. (See Attachment l) 10/ 14/ l9: Gina sends email to Dana as PTA President demanding the resignation of another board member (Micha McAllistcr, VP ofK5 Classroom Involvement) for allegedly putting kids at risk . (See Attachment 2) 10/ l 5/ l9: Dana and Lisa Crossman (Exec VP) met with Gina in the back of the office at school. Chery Caton, school secretary, was sitting in the front of the office. Gina accuses Micha of putting kids at risk by not sharing kid allergy information. (this is not information that parents are pn'vy to until it has been cleared by the health clerk and teachers). Gina said I need to apologize because l had been rude and abusive to one of Gina s fn'ends. Gina says that an apology is not good enough anymore and now I need to resign from the PTA Board because l shared confidential information (e.g shared Gina s emails with other board members and the Principal. There is no confidential information contained within the emails). Gina said that I needed to quit the board and she wouldn t stop until I quit the board and lefi the school. (See Attachment 3) 10/ 16/ l9: Gina confronted a fellow board member, Mimi Sgro, while volunteering in my daughter s classroom with children present. Gina tells Mimi about her plan to make board members resign. Mimi tries to discuss with Gina and tells Gina that if l, as PTA President, did something wrong, I would be removed. Gina s response was [f l or my son are asked to leave the school then l will take it down, l will take the whole school down, l will burn it all down. I have done it before and I will do it again. (See Attachment 4) lO/l 7/ 19: School monthly General PTA Meeting. Gina tried multiple times to stand up in front of the room of approximately IOO people to state that she was going to be on the Nominating Committee and that she has no confidence in the board. (See Attachment l7) 2/2/21: Gina sent an email to Rachel and Theresa with several accusations fiom 2019-2020 school year. (See Attachment l8) Summary Gina Howell is obsessed with me and it is terrifying and extremely creepy. She has spent 16 months harassing me by telling me that I have been harassing her. She cannot discern the difference between truth and fiction and she can’t seem to keep her allegations straight. Her hatred and obsession with me seems more intense now than it did in October 2019. There isn’t any logic in any of her accusations. Gina desperately wants to talk to the entire school about all of her allegations/ issues during our monthly General PTA Meetings; however, these allegations / issues are not solvable. She told me in October 2019 that she would come afier me until I quit and lefi the school. That is the only truthfiJl thing she has said. Gina uses very inflammatory language (Le. bum the school down, come afier me, the community is under assault, someone verbally assaulted her, etc.) and l can only assume that she is a violent person. l am very concerned that Gina is going to lose what little control she has lefi and could harm me or my daughter. She is escalating her emails and her intensity and I don't think she can stop herself. We could be going back to school in person very soon. I am scared of Covid, but I’m terrified of knowing that Gina could be around my child at school (when parents are allowed to volunteer in person again). As I recall my conversation and the activities of that day there are a few things l would like to point out l worked on my classroom shift as l normally do and then continued on with my planned errands for the day. As my disturbing conversation with Gina played out over and over again in my head as I was grocery shopping, Ifelt more and more alarmed and agitated by Gina's words and her demeanor when we spoke earfier that morning. Her comment about burning down the school and her irrational reaction to my suggestions that she follow procedures Iefl me feeling frightened for the schools safety and panicked and fearful of what Gina's actions toward our school, the children who attend it, and the teachers and stafi that work there, might be. When | reached out to Mrs. Dorsey and told her what Gina had said she asked that l write out what happened with Gina. ljust reread what l wrote about my conversation with Gina that day and my one regret is that I did not include the emotions that Gina showed during our talk. She was enraged. and she was not listening to my words. It was very clear that she had an agenda and she was not going to divert from the course of action she wanted to take. What Gina and l had was not a two sided conversation. Gina was not going to listen to anything that was not going to support her plan to request the PTA president's (and classroom coordinator) resignation. As you know. because of my conversation with Gina I became a target for her as well, and became another PTA member who needed to resign because she said that I threatened her during our talk in the classroom in October. She has accused me of threatening her. I consulted a lawyer about her very serious allegations against me, and was advised not to speak with her direcfly and to ensure that if l did have to speak with her about any topic that l should have a witness with me. Luckily l only had to speak very briefly with Gina in class on 2 or 3 occasions after that and the third parent in our classroom was always present as the topic of discussion was the math we were trying to help the kids learn. The lawyer I spoke with also told me that if there was concern about Gina's stability and mental state that the School Board should be contacted as this is a School Board issue. Being in the classroom with Gina on our regular Wednesday shift was the only reason our family remained at Indigo. If l did not have the ability to be in the classroom with her where l could watch (and intervene if necessary) her interaction with my (and your child) I would have pulled my children out of the school. That is how fearful I was about what actions she would take. The only reason we remained at Indigo was because l was in the classroom with her at the same time and could monitor her actions, interactions and words with my child, your child, and all the children. l was prepared to do anything I had to to protect the kids while at school. Once again I would like to reiterate, as I stated in my message to Mrs. Dorsey, please excuse the grammar and spelling errors in the write up about my talk with Gina. Please keep in mind that I wrote it out on October 16th in the limited time I had at home after my ctassroom shift and running my errands and before I had to head back to school to pick up the kids. If you or anyone else have any questions about my notes on my conversation with Gina please do not hesitate to contact me. Regards. When l got there Gina Howell, was in the classroom at the teachers prep table. The third individual that shares our shift on Wed. was not in the classroom. He had sent a message out the night before (Tuesday night) asking for help in covering his shift as he had the stomach flu. Gina was working on cutting out shapes for cardinal compasses that the children were going to put together at a later time. We greeted each other warmly and I was told of the task at hand with the compasses and ljoined Gina at the table and began cutting and sorting shapes. When l am aware that l will miss a classroom shift I let the individuals I work with know and if l have my substitute lined up | let them know who they can expect to work with. Therefore, I told Gina that l was going home to Montreal the following week to see my mother whose health is failing and that I was looking for a substitute for my shift, if I could not find one then my husband would be in the classroom the following week. She was very sympathetic about my mom's health, gave me a hug and said she understood what I was going through. She told me her husband is in palliative care and things are very difficult for her as well. She went into more details of her husband situation and I shared that my family was going through similar heartache and grieving in the same manner. I expressed how sorry l was to hear about her husband and her hardship and I said ”when things go wrong, they really go wrong”. With my own personal situation in mind. She said that things at the school were also not right, and that when | got back to the school in two weeks, | would find a big change on the PTA school board. I asked her what she meant and she said that she would be asking for the resignation of some of the PTA members at the General Meeting on Thursday night I said ”Really? Why? What is going on?”. I am the PTA board Auditor and have not witnessed any financial misdoing, so I asked about the reason for the resignation requests. The resignation request does impact me as a board member and l felt l should know her reasoning for this request. Gina said that she sent the PTA president a confidential message and that the president shared her message with another board member and the principal of the school which Gina said was improper. She also said that when she had a face to face meeting with the PTA president the day before (Tuesday Oct 15'“) that the meeting was not held in a confidential Iocation and that another school employee overheard the conversation and interjected with incorrect information. She said this is not the proper procedure to handle these things. At this point we sat down at a table in the back of the classroom, as the teacher Mrs. Chadda, spoke to the children who sat on the carpet, about College. Not fully understanding Gina’s complaint with the PTA Board member and not really seeing a concrete reason for the drastic request of resignation, | told her that I felt that something could be done other than removing the PTA president mid-year, causing such disruption over a formality. | asked her if she was certain of the rules? I could not follow her reasoning for the removal of the PTA president over these issues and recognized that the steps Gina was taking were extreme. I told her she could discuss this with the board members or escalate the situation to CAPTA and get some resolution before heading straight to resignation requests at the General Meeting. I recognized that this was a despite step and understood Gina’s desperation based on our conversation of our life situations and hardships at this time. At that point l urged Gina to get better informed l shared with Gina that when things within my family were at their worst, | did not have patience for anyone or anything. So, I stepped back and stayed away from the school for a little while, l did my best to reduced my stressors and tried to understand that I did not have control over my mother’s health or my brother’s cancer, only the doctors could help. I told her that not having control over things is the most hopeless feeling and she agreed. She said that she did not have control over her life but that she had control over what happens at the school. I urged her to think about what she was planning to do. I hoped that sharing my story would help her slow down a little and take a step back. She said that the difference between her and I was that she was a upstander and I was not. She said she has seen a wrong committed and had to put it right to which I asked her what was the wrong she had experienced, and she said that the wrong was not done to her personally but rather that a person at the school had been mistreated and that she was going to do something about it. That this was something she could control. l told Gina that if I were her and was standing up for a third party I would make certain that I had every avenue covered and that l would have to be certain of the outcome before I ask for such a drastic change to be made and effect the school in such a way. | asked her if the person she was standing up for (the third party) wanted the PTA president removed and Gina said it did not matter she was going to right this wrong that had happened because the person was afraid of the principal, Mrs. Dorsey’s reprisal. Understanding that Gina was working on a grievance that may not actually be a grievance for the third party and her stating that procedures were not followed when it did not seem that she knew what procedures were to be followed I again pressed her to go at this slowly. The General Meeting was to be held the next day, Thursday Oct 17'", and perhaps she should get all of her facts and all of the grievance procedures cleared before she took such drastic measures. I urged her to get her ”ducks in a row” to fully understand what her recourse was and how to best go about getting a resolution before the next days meeting. | said ”Gina what if procedures were followed and what if the third party says | do not want the PTA president removed and this backfires, how would you feel coming on campus after injuring the school in this way.” I looked out and jester to the kids sitting on the classroom floor and said ”what about the school and all these kids, I know you do not want to hurt them by causing a scene and taking such drastic measures. You can take care of this behind the scene and handle this discretely. If the PTA president did do some wrong then she should and will be removed and replaced.” Gina said “If I or my son are asked to leave the school then I will take it down, I will take the whole school down, I will burn it all down. I have done it before and I will do it again.” Not knowing what to say at this point I repeated my plea and asked her to slow down and rethink her actions. I said with my a background in business negotiations and mediation l did not see how brining this up at the General meeting under such short notice without her complete certainty of the rules that were to be followed and/or how they were broken, compounded by the uncertainty the third party's wishes (whether they wanted these steps to be taken on their behalf) was going to help her case in having the PTA president removed. | urged her again to get informed, document, perhaps reach out to CAPTA, the school board etc. to get resolution on her grievance. I said l thought that was the prudent way to go about such a serious matter. Gina said she respectfully agreed to disagree on this matter. Again, l said, such a disruption to the schools functioning, with out certainty of the out come was risky and that she should slow down and go about this in a more methodical and procedural way and again Gina said that she respectfully agreed to disagree with me. At this point the teacher asked for our input on our knowledge of college degrees and major and minors in subjects and Gina and l stopped our discussion of Glna‘s grievance with the PTA president. We then broke out into our Math groups and when we parted at the end of our classroom shift, we did so on good and friendly terms. Sadly. lwon’t be at Indigo next year as Zach will be graduating. However, I‘m happy to make sure any feedback you have is passed on to the 2020- 2021 board when the transition happens next Spring. In light of your statements at the October general meeting. perhaps this is regarding a grievance against the board? If so. please feel free to share your specific feedback or concerns with me in an email. and l would be happy to bring it to the board for discussion and consideration. Another option available to you is to address the board at one of our monthly meetings. We have an open session before each board meeting available to our community members. but you would need to be on the agenda by providing information regarding what you would like to present to the board. If you would like to do this. please send Dana Lee an email at president@indigoprogram.org two weeks prior to the board meeting to request time. Please include demils about your feedback. request or grievance in that email. Our next meeting is on January 9th. Thanks again for reaching out Happy Holidays. Then, we will present information to the community and send a survey. o There have been a few random projects throughout the year (6th grade souvenirs, GATE. etc). These things need to go through the school, rather than through the PTA in the future. There has been a misunderstanding of who controls which budgets. (per Mrs Dorsey) o All PTA sponsored programs need to be approved at the beginning of the year. We can not fund an activity that we haven’t approved. (GATE Cafe should have gone through the district in the first place. as it is not a PTA sponsored activity.) o This year, since money has already been deposited, we will continue to run GATE Cafe through the Electives budget. We had 21 auditions (39 signed up). o Suggestions for the future: can we start auditions for younger kids closer to the end of their school day? This would depend cafeteria use; band days and Frost's needs should be taken into consideration when scheduling the auditions. o Exploration Nightis February 4th - o Activities are being planned, working on new ideas. The lead has done it for years and is excited to be doing it again. o Naomi will speak with Ms Bishop about whether middle school will be participating / facilitating an activig during exploration night. The board does not want to hold community meetings in the General Meeting forum. We generally have approximately 150 people attending this meeting and it becomes unproductive. o m - The board is and will continue to work on a variety of surveys to gather infonnation regarding school culture, budgeting, and which programs are most imponant to the community. These types of surveys are typically sent in the Spring. oWW - We will continue to include information on how to request time during the open session of a board meeting in the newsletter, as well as add it to the calendar. My daughter started Indigo in 2008 in Ms Kamal's class. I have been at Indigo a long time and intend to stay through my son‘s 8th grade graduation. l am writing to you to ask for your help. Last year was a difficult one for me at Indigo. I uncovered a plot to discriminate against people of color at our school. This was done maliciously and without concern for the children and families that were targeted. l got involved at the beginning of the school year 2019 by helping some new families navigate the extraordinary requirements we placed on them. In addition to the normal indoctrination. they also had to deal with racism. When I got involved, Micha stopped communicating with me. She withheld information and help for me as l started teaching the 4/5 Cooking Enrichment. Among other things. she didn't tell me that l had several food allergies in my first group including ones that could have resulted in anaphylaxis. When | objected and spoke to Ms Dorsey, lwas branded a terrorist. l will continue to defend my character and my rights as a citizen of the United States. l have a right to disagree with the current leadership. I have a right to be an advocate for my child. As a woman of color, I will continue to ensure that Black Voices Matter on our campus. I need to see more diversity at our school and less gossip. The PTA board is toxic; as is our school culture. Dana Lee ‘and Micha McAllister must resign from the board. l am writing to ask you to ask them for their resignation. This should have happened last year. I would h‘ave objected more vocally to their continued presence on our board if it weren't for the COVID pandemic ravaging our country and world. Your harassment of me has cost me my good reputation as a professional educator decreasing my employment opportunities. Whenever I was at school to volunteer, drop off or pick up my child or attend PTA meetings and trainings, I feared retribution from you and others in the form of unwanted scrutiny. You will be financially responsible for any therapists or other health care professionals needed to repair the damage your gossip and lies have caused. I volunteer to teach the parent education classes that are currently being taught by our independent contractor. Her leadership on this team has weakened our school. We have many parents at our school who can lead Positive Discipline classes as their volunteer positions. Induding other class leaders on our PD team will be better for our school; increasing our flexibility to offer dasses that meet our members’ needs. Last year, I was illegally removed from this team. l will object to any checks written for these purposes. In addition, I will ask why our board has continued to defend the racial and disability based discriminatory actions by some members of the Executive board. There are many examples of this behavior and many victims induding me, my son and other students at our school. I have been trying to work with the Board at Indigo for a year on this matter. I have registered complaints with many organizations including: our local and state PTA boards, the OGSD administrative staff including the Superintendent, and the State Superintendent's office. Not for profit organizations, like the PTA, are accountable, trustworthy, honest, and open to every person who has invested time, money, and faith into the organization. Nonprofit organizations are accountable to the donors, founders, volunteers, program recipients, and the public community. Racial and Disablility Discrimination is prohibited by many local, state and federal laws. The PTA, Mrs Dorsey, and other community members have met with you personally to listen and try to understand issues brought forth beginning October 2019. The issues you've raised are personal and relate to only a small number of those on the PTA General Meeting call. PTA and CAPTA have investigated and discussed all your ooncems and have not found supporting evidence. You had some great ideas about PD, and like | mentioned when we last spoke over zoom, these ideas will be taken under consideration for next year‘s PD program as this yeal’s curriculum has already been set. If you have any further questions regarding PD, please contact Mrs. Dorsey as she runs this program. We want you to have the freedom to speak to the community. The PTA General meeting is not the place to discuss personal/non-community issues. We have quite a bit to go over in tomorrow's agenda, and I want to be mindful and respectful of the community's time. lf you would like to air out your grievances, l suggest you take the initiative and host a town hall meeting to have an open discussion with the community. Once you set that up please send it out to our Indigo community so all who are interested can join. Let me know if you have any further questions. Thanks. Forwarded message From: Gina Howell Date: Tue, Feb 2, 2021 at 10:24 AM Subject: Re: Grievance Process To: Theresa Bn'nkman Padiamentarian Cc: Dana Lee , Genvieve Dorsey My initial complaint of Racial Discrimination and Abilities Discrimination during the 2019-2020 school year is relevant today because the perpetrators of these crimes are still members of the current PTA board. These board members have been guilty of Racial Discrimination and Abilities Discrimination as well as Lack of Confidentiality and Harassment of the victims of these crimes. They have not been held accountable for cn'mes committed during the 2019-2020 school year and continue to serve on our current board, in violation of local. state and federal laws. In fact, they have been given more important board positions that compromise the survival of our program. They must be removed from the current board, immediately, and must not seek a board position next year. The many victims of these crimes include me, my son and other members of the community. Our community is under assault. When you silence one of us, you silence all of us. I am embarrassed and shocked at how our community has been treated during the PTA General Meetings. l 7 feel that you are taking advantage of the school closures and the global pandemic to silence our community. Your refusal to discuss these issues, openly, with our community is further proof of the complicit and toxic nature of our current board. | encourage you to reach out to our community and solicit documentation from families who have been impacted by your actions. | will do the same. Many people are afraid to step forward to complain about the bullying and harassment they have experienced. I was told by a former board member that my son would be removed from this school ifl complained. Other families have been told this and have watched as their child was bullied by other children. When I advocated for these students, I was harassed further. My personal experience is well known by members of the board, our current administration and others at the OGSD. During the 2019-2020 school year, when I complained that my son's food allergies were not considered during the planning of the Cooking Enrichment for 4-5 graders, l was harassed. This crime of Child Neglect and Endangerment could have resulted in anaphylaxis. My son's n'ghts are protected by state and federal laws guaranteeing equal access to education. When I complained to the board members who planned the Enfichments and the former President of our PTA, I was bullied. To this day, l don't feel that Food Allergy policies at our school protect our students. At our only meeting during that school year, the former President of our PTA admitted to “hearing rumors" about me that were false and meant to defame my character. It Is inappropriate for our President to act on these rumors without investigating; especially considering how dangerous they are. When l tried to address the food allergy issue, I was further harassed. Another board member was present at this meeting and seemed as shocked as I was at the bold lies and lack of accountability of the board members; especially considering that my son’s life was threatened. The former President refused my request for Confidentiality at this meeting. Instead she held the meeting in the school‘s main office and invited others without consulting me. Email me at healingoilsformomsegmail.com to join a “class action complaint” being filed against our PTA. Reach out to me if you have been discriminated against, have had difficulties navigating our current complicated and rigid enrollment process, or have had unreasonable financial costs related to joining our program. 18:58:50 From Gina Howell : For the past 18 months, I have tried to navigate the grievance process and have had no success. I have spoken to, met with, and/or emailed many people for help with this situation including our administrator, OGSD personnel, OGSD board members, and PTA leaders at the state and county level, as well as others. They all seem ready to sacrifice our program to protect people who are not doing the job we need. Gaslighting is the strategy they use for dealing with complaints of Racial and Disability based Discrimination like mine. It is important for them to hear from others in our community about our values. 18:59:14 From Genvieve Dorsey (she/her) : https://www.sccgov.org/sites/covide/Documents/Reopening-of-Santa-Clara-County-K-lz- Schools.pdf 18:59:36 From Gina Howell : The Board refuses to answer questions that relate to: Our Contract with Middle Ground Parenting (MGP) An Itemized Receipt of payments made to MGP this year An update of payments made this year versus the budgeted amount How decisions are made about ongoing and future plans about implementing PD plans at our school Why I was excluded from the PD team These items were communicated to the Board 1n a timely manner last December and have not been addressed. Per the Freedom 0f Information Act, these items must be made public. 19:00:95 From Roger : I'm a person of color and i have not been discriminated against at Indigo ever. 19:00:99 From Gina Howell : It is inappropriate for the district to pay for our parent education when parent volunteers are capable of teaching parenting. This is a core principle of our program and must not be compromised. 19:00:12 From Genvieve Dorsey (she/her) : https://wested.ugam-apps.com/wed/ts/Zala 19:09:42 From Sarah Curran : Wait, so I understand the county guidelines are helping to guide you but 1t would really be helpful to fill out the survey 1f we knew how you may start back up 19:00:58 From Sarah Curran : Cohorts, half day? 19:91:08 From Anita Kinney : has there been a draft safety plan developed by the district? ' 19:91:13 From Gina Howell : An open forum is required to discuss the discrimination. I was treated horribly and so have others. Reach out to me to discuss more specifics 19:02:29 From Theresa Brinkman : Ms Gina- The PTA Meeting is not the time to discuss your topic. Please set up a time to discuss with Mrs Dorsey. 19:03:24 From Gina Howell : I have reached out to her and to others many times and will not silenced by the Gaslighting. 19:04:01 v From ashifamiraly : I feel similar to what Sarah is communicating. 19:04:10 From Jessica Rom : Heads up- there are people in the waiting room trying to get in 19:04:15 From Monica Neuburger : I'm with Sarah. I want to know what metrics the district is using and what ideas are being considered for in-person learning. 19:04:16 From Elise Engelhardt : I support you Gina. You are the reason we came to Indigo. I would like to hear more about how you were cut out of the parent education program 19:64:42 From Monica Neuburger : When might we learn what options/plans are being considered? 19:65:24 From Gina Howell : Thanks! Let's live the principals and values we speak about. Hearing racists speak about the values of Ruby Bridges and Rosa Parks is unbearable and inappropriate. 19:95:31 From Kathryn Harper : Will it still be an option to have distance learning? Ne are waiting for vaccinations for us adults 19:05:41 From Anita Kinney : I am wondering why the board hasn’t developed a draft plan based on guidelines since they have been available for a while 19:65:52 From Monica Neuburger : I totally feel for the teachers/staff 19:06:26 From The Turners : I added several of those thoughts in the “additional information” on the survey itself 19:96:30 From Gina Howell : This meeting should be a place where we can have a discussion about parent ed and the future of our program. Right now, it is in danger. 19:96:31 From ashifamiraly : Ms. Dorsey, can we get more information regarding our ventilation system and option for outdoor classes 19:97:13 From Monica Neuburger : The wording of the survey made me think the options were "I will return my child to in-person school" versus "I will remove my child from OGSD" 19:07:33 From Kristin Kulas : There are school in San Jose that have been open using cohorts since October and have not had any issues. Maybe we can examine models that have been used that have been successful 19:98:39 From bob flaming : would love to see a hybrid model offered. 19:08:39 From Elise Engelhardt : Yes my neighbor has been a private school since October with no issues 19:08:48 From Sarah Curran : Yes, I’d like to know more about the ventilation system as well? 19:09:03 From Gina Howell : You and I have spoken many times and I don't trust you not bully me again. 19:09:06 From shanna smith : I’d be willing to be a mediator if needed 19:09:48 From Gina Howell : I have reached out to the OGSD trustee board 19:16:10 From Holly Ennis : Thank you for addressing it, Mrs. Dorsey. This is escalating and always at meetings (because it sounds like she hasn't felt heard yet--) 19:10:18 From Gina Howell : Please join me in demanding that accountability happens 19:10:19 From Elise Engelhardt : I was somewhat concerned when I heard that the district was taking over the parent ed 19:16:33 From Brooke : Can information regarding new cleaning protocols due to Covid be shared with parents? 19:16:42 From shanna smith : I agree Holly. Needs to be addressed 19:12:29 From Gina Howell z Why is the district taking over parent ed? One reason is that the only voice we have during these meetings and accountability is when we vote to ratify checks. If we don't pay for Positive Discipline, then we can't have a discussion during the meetings. 19:13:95 From Gina Howell : I was on the parent ed team for many years and was removed from that team by Dorsey for no reason. 19:13:07 From Theresa Brinkman : @Elise-the district hasn’t taken over Parent Ed-Mrs Dorsey has. 19:14:00 From Gina Howell : You don't respect diversity...have no concept of justice and have taken no actions to correct your bias. 19:16:08 From Gina Howell : When I read the minutes from the last meeting posted online, it says that the district is paying for pd. Is the district paying or is it from our site budget? 19:16:18 From Theresa Brinkman : @ Shanna, thank you. @Gina - please for the sake of our entire community and our speaker, schedule a time where you can hold a meeting with Mrs Dorsey and a mediator. 19:17:11 From Gina Howell : we have plenty of trained parents at our school including me. Parents should offer the training as part of our volunteer requirements as it has always been. 19:26:14 From Genvieve Dorsey (she/her) : There have been formal complaints made at the district level. They have been investigated and found unsubstantiated. I invite you, and have been inviting you @Gina for a conversation about Positive Discipline decisions. 19:22:52 From Gina Howell : The last time I met with you alone, Dorsey, you labeled me a terrorist. This was meant to intimate me into silence. This complaint was handled inappropriately at the district level. That is why I am reaching out to our OGSD board of Trustees. Outside groups who advocate for Families of Color in Education need to get involved 1f we can't insist on accountability 19:22:58 From shanna smith : I will sit with you both as I have offered. 19:23:26 From shanna smith : Lets move on for now Please. 19:23:34 From Gina Howell : Mediation is inappropriate for such a serious crime. 19:23:36 From Melissa Nievera-Lozano (she/they/siya) : For parents and caregivers interested in Kate’s offerings, please checkout her website: https://www.equityinitiativesllc.org 19:23:58 From Melanie Sellar : Thank you Melissa! 19:24:67 From Melissa Nievera-Lozano (she/they/siya) : Ms. Kate also teaches a weekly online class called Anti-Bias Storytime where she uses anti-bias tools and strategies to help children build awareness around critical topics affecting their world, today. These spaces are facilitated storytime sessions that create safe spaces for children to learn about diversity, the meaning of inclusion and promoting essential dialogue for asking questions and growing into informed, caring members of their communities. 19:25:56 From Melanie Sellar z Is that for elementary leve1,\Melissa (1f you happen to know)? 19:26:36 From Melissa Nievera-Lozano (she/they/siya) : Yes! Elementary kids welcome. My 7yo and 9yo attend and it’s great fun. 19:26:39 From ashifamiraly : Would love more information on the classes please. 19:27:02 From Melissa Nievera-Lozano (she/they/siya) ¢ @ashifa https://www.equityinitiativesllc.org 19:27:15 From ashifamiraly : Thank you 19:34:51 From Gina Howell : Our board has routinely enacted policies that seek to exclude Families of Color from our school. Reach out to me 1f you have been discriminated against, have had difficulties navigating our current complicated and rigid enrollment process, or have had unreasonable financial costs related to joining our program. 19:35:29 From Elise Engelhardt : Does anyone else find it ironic that we feel we need to shut Gina down in order to listen to a speaker on Anti-bias/Anti-racist? For several months in a row now. 19:36:28 From Gina Howell : It is disrespectful to us all. And not helpful 19:38:12 From Elise Engelhardt : It doesn't seem like we are living the values 19:38:26 From Gina Howell : Per the Freedom of Information Act, I have requested information as it relates to Families of Color at our school. They have to release the information to the public. 19:38:48 From Britta Kinkeldei : @Elise, Gina has been invited to speak with board members outside of this meeting. Right now we should respectfully listen to our speaker. 19:39:60 From Gina Howell : I also write email the board of Trustees and I ask you to do the same. 19:39:35 From Britta Kinkeldei : @ Gina please take this offline. 19:41:53 From Gina Howell : I have been working for 18 months offline. Gaslighting has been the result. They ignore me and then tell me I'm not protesting correctly. They don't want to hear what I have to say. 19:42:16 From Gina Howell : Why can't we talk about this 19:42:17 From Tiffany : Thank you Kate! Gina has been harassing me since October 2019 as a volunteer PTA Board member. She has made several accusations and threats against me and other members of the PTA Board that all have been found to be baseless. She has told me and others that she will keep coming afier me until l quit the board and leave the school. Gina told a fellow board member, in a classroom while children were present, that, “lf I or my son arc asked to leave the school then I will take it down, I will take the whole school down, l will bum it all down. l have done it before and l will do it again.” This was afier the fellow board member told her that if I did do something wrong that l, as PTA President, should be removed. Gina has filed complaints against me with my PTA Board, out local PTA chapter, California State PTA, Oak Grove School District, and State School Distn'ct (this one cannot be confirmed). Gina could not/ cannot provide any supporting information to any of her accusations; therefore, all investigations were closed (or not even opened) because they were found to be baseless. In my roles as PTA President (2019-2020) and Treasurer (2020-2021) I have spent at least a hundred hours dealing with Gina. l (and others) have worked to resolve her grievances by meeting with her face to face and responding to her emails all with no resolution. l tried to resolve this issue with the help of a Santa Clara County mediator; however, Gina declined mediation. As Gina told my fellow board member, “I will bum it all down. I have done it before and I will do it again”. Approximately, 10 years ago Gina harassed PTA Board members at our school. She didn’t think the school janitor was doing his job so she harassed him and board members until he quit his job, got a restraining order against her, board members/parents got a restraining order against her and several people quit their volunteer posmons. Gina made up allegations that I am harassing her, but l have had no pn'or contact or communication with her (other than casual contact as part of school events). During all of this harassment, l have only spoken to Gina once, she addressed the PTA Board once and l have not seen her in person since March 2020. l have only responded to emails that she has sent me. l did not initiate any communication. Background My daughter is in 5th grade and attends Indigo, a K-8 parent participation school in San Jose. Parent involvement is one of the cornerstones 0f the program. Parents need to commit to a weekly classroom shifi, classroom job, and community job. My community job for 2019-2020 school year was PTA Board President. My community job for 2020-2021 school year is Treasurer. Gina Howell s community job was Parent Education trainer at the beginning of the 2019-2020 school year. Gina was removed fiom this volunteer position in October 2019 by the Principal of the school due to Gina s behavior around children and her threats to the board. Gina s classroom job for 2019-2020 school year Cooking Enrichments for 4-5 graders. Once a week the students rotate through various enrichment activities depending on what the parent volunteers offer that school year. Timeline October 2019 10/ 14/ 19: Gina sends email to Dana as PTA President demanding that Dana apologize to the entire school community by Thursday, October 17th or she would call for my resignation publically at our monthly PTA Meeting. (See Attachment 1) 10/ 14/ l9: Gina sends email to Dana as PTA President demanding the resignation of another board member (Micha McAllister, VP ofK5 Classroom Involvement) for allegedly putting kids at risk . (See Attachment 2) 10/ 15/ 19: Dana and Lisa Crossman (Exec VP) met with Gina in the back of the office at school. Chery Caton, school secretary, was sitting in the front of the office. Gina accuses Micha of putting kids at risk by not sharing kid allergy information. (this is not information that parents are privy t0 until it has been cleared by the health clerk and teachers). Gina said I need to apologize because I had been rude and abusive to one of Gina s friends. Gina says that an apology is not good enough anymore and now I need to resign from the PTA Board because I shared confidential information (e.g shared Gina s emails with other board members and the Principal. There is no confidential information contained within the emails). Gina said that I needed to quit the board and she wouldn t stop until I quit the board and lefi the school. (See Attachment 3) 10/16/19: Gina confronted a fellow board member, Mimi Sgro, while volunteering in my daughter s classroom with children present. Gina tells Mimi about her plan to make board members resign. Mimi tries to discuss with Gina and tells Gina that if I, as PTA President, did something wrong, I would be removed. Gina s response was If I or my son are asked to leave the school then I will take it down, I will take the whole school down, l will bum it all down. l have done it before and I will do it again. (See Attachment 4) lO/ l7/19: School monthly General PTA Meeting. Gina tried multiple times to stand up in front of the room of approximately 100 people to state that she was going to be on the Nominating Committee and that she has no confidence in the board. We told her that this wasn t the proper format for her complaints. 6th District PTA representatives were present on our behalf and listened to Gina s complaints afier the meeting. - (If the item that this Anachmont conmms is made under penalty ofperjury, all statements in this Page 2 oi S Attachment are made under penalty ofpeaury.) The situation resolved when l physically removed myselfby going to another table in the classroom.” (See Attachment 5) 10/29/ l9: Gina emailed me as PTA President to say that board members harassing parents is a board issue and she will file a complaint with 6th Distn'ct PTA. (See Attachment 6) 10/29/ l9: Gina states that since Micha (VP of Classroom Involvement) did not resign at the General Meeting that she will file a complaint with OGSD. "Children with food allergies, like mine, have federal protections to insure their physical safety at school. Our VP endangered these children by not telling the Cooking enrichment parent/teacher of their allergies. This neglect could have resulted in severe allergic reactions including anaphylaxisJ will file the appropriate grievance paperwork at the OGSD needed to protect my child." (See Attachment 8) \3 0L zlzb'u lZ/H/ 19: Gina emailed me as PTA President to request time to address the board at a board meeting. She states that the process to address the board is too cumbersome. She states that she has been bullied for providing feedback. She provides solutions: -The General Meeting needs to have a Community discussion portion of the meeting and she would be happy to facilitate. -Board Members should have more timely contact with parents regarding their community jobs. -Parents should be allowed to spmk at board meetings. School is doing distance learning at the end of 2019-2020 school year. We started the school year doing distance learning. Parents are doing limited class shifis online and still expected to have a community job. I came back this school year as PTA Treasurer. Micha is now the Executive VP. Miimi did not return to the board this year. 9/23/20: Gina sends Rachel Chiu, new PTA President and me, as PTA Treasurer, an email stating that last year she uncovered a plot to discriminate against people of color. Gina states that she had been been guiding new parents and had uncovered racism and then Micha got involved. Gina states that Micha has also didn't provide allergy information. (See Attachment l7) 2/2/2 1: Gina sent an email to Rachel and Theresa with several accusations fi'om 2019-2020 school year. (See Attachment l8) Summary Gina Howell is obsessed with me and it is terrifying and extremely creepy. She has spent l6 months harassing me by telling me that 1 have been harassing her. That is the only truthful thing she has said. Gina uses very inflammatory language (i.e. burn the school down, come afier me, the community is under assault, someone verbally assaulted her, etc.) and I can only assume that she is a violent person. l am very concerned that Gina is going to lose what little control she has lefi and could harm me or my daughter. She is escalating her emails and her intensity and I don’t think she can stop herself. We could be going back to school in person very soon. I am scared of Covid, but I’m terrified of knowing that Gina could be around my child at school (when parents are allowed to volunteer in person again).
