DIRECTION OF ELECTION October A 1937 The National Labor Relations Board, having found upon an ex- amination of the record in the above matter that a question affecting commerce has arisen concerning the representation of employees of Westinghouse Airbrake Company, Wilmerding, Pennsylvania, and that all the production and maintenance employees of Westinghouse Airbrake Company at its Wilmerding, Pennsylvania, plant, except superintendents , foremen, assistant foremen, group leaders, working group leaders, inspectors , clerical employees, and all employees in the engineering and drafting departments, constitute a'unit appropriate for the purposes of collective bargaining within the meaning of Sec- tion 9 (b) of the National Labor Relations Act, 49 Stat. 449, and act- ing pursuant to the power vested in it by Section'9 (c) of said Act, and pursuant to Article III, Section 8 of National Labor Relations Board Rules and Regulations-Series 1, as amended, hereby DIRECTS that, as part of its investigation to ascertain representa- tives for the purposes of collective bargaining with Westinghouse Airbrake Company, an election by secret ballot shall be conducted within a period of ten (10) days after the date of this Direction of Election, under the direction and supervision of the Regional Di- rector for the Sixth Region, acting in this matter as the agent of 867 868 NATIONAL LABOR RELATIONS BOARD the National Labor Relations Board and subject to Article III, Sec- tion 9 of said Rules and Regulations-Series 1, as amended, among all the production and maintenance employees of Westinghouse Air- brake Company at its Wilmerding, Pennsylvania, plant who were on its pay, roll for the week including June,16, 1937, except ,superin- tendents, foremen, assistant foremen, group •leaders,,working group leaders, inspectors, clerical employees, and all employees in the en- gineering and drafting departments, to determine whether they desire to be represented by the United Electrical and Radio Workers of America, Railway Equipment Workers Local No. 610, affiliated with the Committee for Industrial Organization, or the United Employees Association•of the Westinghouse Airbrake Comi5any; for the purposes of collective bargaining, or by neither: CHAIRMAN MADDEN' took no"part in' the consideration of the above Direction of Election. [SAME TITLE] AMENDMENT TO DIRECTION O,F ELECTION October 29, 1937 • On October 22, 1937, the National Labor Relations Board, herein called the Board, issued a Direction of Election in the above-entitled proceeding, the election, to be held within ten . (10) ' days. from, the date of, Direction, under the direction . and supervision of. the Regional' Director for the Sixth Region (Pittsburgh,.Pennsylvania) . The Board, having been, advised that ,a longer, period is necessaryi hereby amends the Direction of Election issued on, October. 22;,1937, by. striking therefrom, wherever, they occur, the,,words, ."within, a period of ten (10) days after the date of this Direction of Election' and substituting therefor the words, "within a period of twenty (20) days from the date of . this Direction".
