HAYES, MEMBER Dated, Washington, D.C., February 11, 2011. 1 The Employer's contention that the affiliation between Local One and Local 174 resulted in dramatic organizational changes post-affiliation that demonstrate lack of substantial continuity is unsupported by the proffered evidence and lacking in merit. The Employer asserts, without support, that employees' union dues "significantly increased" after the affiliation. The Board has held, however, that the fact that dues may be higher after an affiliation does not constitute evidence of discontinuity, but merely may “reflect a greater level of service provided to members."
