The election was conducted pursuant to a Stipulated Election Agreement. The tally of ballots shows 8 ballots cast for the Petitioner, 3 ballots cast for the Intervenor,1 1 United Security & Police Officers of America (USPOA) 2 37 ballots cast for the Union, and 1 ballot cast against the participating labor organizations. There was 1 void ballot and 1 challenged ballot, an insufficient number to affect the results. No exceptions have been filed to the Acting Regional Director's report within the time provided. Accordingly, the Board adopts the Acting Regional Director's findings and recommendations, and finds that a certification of representative should be issued. CERTIFICATION OF REPRESENTATIVE IT IS CERTIFIED that a majority of the valid ballots have been cast for International Union, Security, Police & Fire Professionals of America (SPFPA) and that it is the exclusive collective-bargaining representative of the employees in the following appropriate unit: All non-supervisory guards employed by the Joint Employers, Watkins Security Agency of DC, Inc. and Covenant Security Services, Ltd., at the U.S. Department of Labor Building located in Washington, D.C.
