The Acting Regional Director found that the petition was not timely filed, and thus dismissed it. Without reaching the Acting Regional Director's grounds for dismissing the petition, we find that there is a substantial issue regarding whether the showing of interest was timely filed. See Section 101.17 of the Board's Statements of Procedure. The Board concludes that this issue can best be resolved by remanding this case to the Regional Director for a finding on this issue. Accordingly, this case is remanded to the Regional Director to issue a finding on the timeliness of the showing of the interest and to issue a decision. 1 WILMA B.
