' Pursuant to the Direction of Election , an election by secret ballot was conducted on December 16, 1941 , under the direc- tion and supervision of the Regional Director for the Sixteenth Re- gion (Fort Worth, Texas). On December 22, 1941, the Regional Director , acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report on the ballot. No objections to the conduct of the ballot or the Election Report have been filed by any of the parties. B., No. 21. 97 438861-42-vol. 38-8 98 DECISIONS OF NATIONAL LABOR RELATIONS BOARD IT is HEREBY CERTIFIED that Telegraph Workers Federal Labor Union, No. 22679, El Paso Chapter, affiliated with the American Federation of Labor, has been designated and selected by a majority of all employees at the El Paso, Texas, office of The Western Union Telegraph Company, including regular and regular part-time mes- sengers, but excluding the superintendent, commercial representative, manager of delivery department, T & R. chief, night traffic man- agers, traffic manager, and temporary employees, as their representa- tive for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the Act, Telegraph Workers Federal Labor Union, No. 22679, El Paso Chapter, affiliated with the American Federation of Labor, is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
