Case No. R-3163 CERTIFICATION OF REPRESENTATIVES January 9, 19.1 On November 29, 1941, the National Labor Relations Board issued a Decision and Direction of Election in the above-entitled proceed- ing.) Pursuant to the Direction of Election, an election by secret ballot was conducted on December 15, 1941, under the direction and supervision of the Regional Director for the Twenty-first Region (Los Angeles, California). On December 16, 1941, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Rela- tions Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report on the ballot. No objections to the conduct of the ballot or the Election Report have been filed by any of the parties. R B, No. 32. 134 THE WESTERN UNION TELEGRAPH COMPANY 135 IT IS HEREBY CERTIFIED that Commercial Telegrapher's Union, Local #48, affiliated with the American Federation of Labor, has been designated and selected by a majority of all employees in the traffic, commercial, and accounting departments in the Los Angeles office of The Western Union Telegraph Company, including all branch man- agers, monitors, and regular messengers, but excluding plant depart- ment employees, automatic supervisors, telephone supervisors, distributing-center supervisors, service-department supervisors, con- fidential file clerks, confidential secretaries, confidential stenographers, "other employment" employees, nurse, supervisors in the accounting section, superintendent, chief clerk in commercial department, man- ager of delivery department, sales manager, city commercial manager, commercial representatives, cashier, manager of credits and collec- tions, personal-service representatives, night manager, division traffic supervisor, traffic managers, assistant chief operators, T. & R. chief, automatic chief, chief clerk in traffic department, manager of account- ing center, distribution messengers, and temporary employees, as their representative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the Act, Commercial Telegrapher's Union, Local #48, affiliated with the American Federation of Labor, is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
