R-825, R-826, R-827, and R-832 CERTIFICATION OF REPRESENTATIVES March 3, 1939 On August 16, 1938, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Elections in the above-entitled cases. On September 15, 1938, the Board issued an Amendment to Direction of Elections,2 and on October 4, 1938, a Second Amendment to Direction of Elections.3 The Direction of Elections, as amended, directed that elections be held as soon as con- venient and beginning as promptly as practicable after the date of the Direction of Elections, under the direction and supervision of the Regional Director for the Second Region (New York City) among the licensed engineers of all the vessels owned and operated by Standard Oil Company of New Jersey, herein called the Company, employed in such capacity by said Company on June 3, 1938, except those who since had quit or had been discharged for cause, to deter- mine whether they desired to be represented by Jersey Standard Tanker Officers Association or by Marine Engineers Beneficial Asso- ciation or by none of them, for the purposes of collective bargain- ing; and among the licensed deck officers, including the masters, of all the vessels owned and operated by the Company, employed in such capacity by said Company on June 3, 1938, except those who since had quit or had been discharged for cause, to determine whether they desired to be represented by Jersey Standard Tanker Officers Association or by National Organization of Masters, Mates & Pilots, or by none of them, for the purposes of collective bargaining. Full opportunity was accorded all the) parties to the investigation to participate in the conduct of the secret ballots and to make challenges. On February 2, 1939, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 1, as amended, issued and, on February 4 and 6, 1939, duly served on the interested parties 4 an Intermediate Report on the elections. No objections or excep- tions to the ballots or Intermediate Report have been filed by any of the parties.
