R-4021, R-fO22, and R-4023, respectively SUPPLEMENTAL DECISION AND CERTIFICATION OF REPRESENTATIVES September 9,1942 On July 25, 1942, the National Labor Relations Board issued a. Decision and Direction of Elections in the above-entitled proceedings.' Pursuant to the Direction' of -Elections elections by secret ballot were conducted under the direction and supervision of the Regional Director' for the Second Region (New York City). On August 21, 1942, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report on the ballot. No objections to the conduct of the ballot or the Election Report were filed by any of the parties. As to the balloting and its results, the Regional Director reported as follows: ' 1. Upon the entire record in the case, the Board now makes the following : SUPPLEMENTAL FINDINGS OF FACT We find that all hourly paid and piece-work production and main- tenance employees at, the Waterbury and Waterville, Connecticut, plants of Scovill Manufacturing Company, Waterbury, Connecticut, including supervisory*instructors, truck drivers and truck mechanics, laboratory assistants in the development, finishing, plating, and lac- quer departments, but excluding office and clerical employees, Charles Campi, a clerical employee, timekeepers, watchmen, executives, fore- men, assistant foremen, foreladies, and all others in supervisory capacities, all employees in the advanced training course, general training course,,+hospital, administrative research, chemists and test department, checkers and clerks in the traffic office department, work- ing supervisors, draftsmen and tracers, constitute a unit appropriate for the purposes of collective bargaining, within the meaning of Section 9 (b) of the National Labor Relations Act. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Relations Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, 1192 DECISIONS OF NATIONAL' LABOR RELATIONS BOARD IT IS HEREBY CERTIFIED'that International Union of Mine,,Mill and Smelter Workers, affiliated with the Congress of Industrial Organiza- tions, has been designated and selected by a majority of all hourly paid : and piece-work production and maintenance employees at the Waterbury and Waterville, Connecticut, plants of Scovill Manu- facturing Company, Waterbury,' Connecticut, including supervisory instructors, truck drivers and truck mechanics, laboratory assistants in the development, finishing, plating, and lacquer, departments, but excluding office and clerical employees,' Charles Campi, a clerical employee, timekeepers, watchmen, executives, foremen, assistant fore men,_ foreladies, and all others in supervisory capacities, all employees in the advanced training course, general training course, hospital, administrative research, chemists and test department, checkers and clerks in the traffic office department, working supervisors, draftsmen 'and tracers, as their respresentative for the purposes of collective bar- gaining, and that, pursuant to Secti'on'9 (a) of the Act, International Union of Mine, Mill and Smelter Workers, affiliated with the Congress of Industrial Organizations, is the exclusive representative of all such employees for the purposes of collective bargaining with respect to rates- of pay, wages, hours of employment, and other conditions of employment.
