DECISION AND CERTIFICATION OF REPRESENTATIVES STATEMENT OF THE CASE Upon petition'duly filed by International Printing Pressmen and Assistants of North America, affiliated with the American Federa- tion of Labor (Youngstown Local No. 205), herein called the Union, alleging that a question affecting commerce had arisen concerning the representation of employees of Republic Steel.Corporation, Cleve- land, Ohio, herein called the Company, engaged in the manufacture, sale, ' and distribution 'of iron and steel products, the National Labor Relations Board provided for an appropriate hearing upon due notice: On October 1, 1942, before a hearing was held, the Company, the Union, and the Regional Director for the Eighth-Region (Cleveland, Ohio), entered into ,.a "Stipulation for Certification Upon Pay Roll Check." Pursuant to the stiptilation, 'a ` check 'Of the union ' membership records against the Company's' pay roll' of September 20, _1942, was. made under the supervision_of'th'e Actingl'Regional Director. OI October:5,,1942, the Acting Regional Director, pursuant to, the stipula- tion, issued .a Report on i`' Check, copies ,of which were duly served upon the' parties. No 'objections to,'the conduct of the cross check or to the Report on Cross Check have been filed by either of the parties. In his report, the Acting Regional Director reported that the check of the Union's records and the Company's pay roll showed that 44 N. L. R. B., No. 243. 1290 REPUBLIC STEEL CORPORATION 1291 7 of the 9 employees in the agreed appropriate unit had authorized the Union to represent them for the purposes of collective bargaining with the Company.- - Upon the basis of the stipulation, the Report on Cross Check, and the entire record in the case, the Board makes the following : - FINDINGS OF FACT 1. A question affecting commerce has arisen concerning the repre- sentation of employees in the Printing Department of Republic Steel Corporation, Cleveland, Ohio, within the meaning of'Section°9•-(c) and Section 2 (6) and (7) of the Act. 2. All of the pressmen and assistant pressmen excluding- super= visory employees in the Printing Department of the Republic Steel Corporation, Clevehand, Ohio, constitute a unit appropriate for the purposes of collective bargaining within the meaning of Section 9 (b) of theAct. 3. International Printing Pressmen and Assistants of North Amer- ica, affiliated with the American Federation of Labor (Youngstown Local No. 205), has been designated and selected by a majority of the employees in the above unit as their representative for the pur- poses of collective bargaining ' and is the exclusive representative of all the employees in said unit within the meaning of Section 9 (a), of the Act. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (b) of the National Labor Rela- tions Act, IT IS HEREBY CERTIFIED that International Printing Pressmen and Assistants of North America, affiliated with the American Federation of Labor (Youngstown Local No. 205) has" been designated and selected by a majority, of, the pressmen and assistant pressmen ex- cluding supervisory employees in the Printing Department 'of the Republic Steel Corporation, Cleveland, Ohio, as their representative for the purposes of collective bargaining, and that pursuant to the provisions of Section.9 (a) of the Act, International Printing Press- men and Assistants of North America, affiliated with the American Federation of Labor (Youngstown Local No. 205), is the*exclusive representative of . all said employees for the purposes of collective bargaining with respect to rates of pay, wages, hours of elnliloyment, and, other' conditions of.einp'loynient. .
