On May 16, 1940, the National Labor Relations Board issued its
Decision and Direction of Election in the above,entitled proceeding:'
Pursuant to the Direction of Election, an election. by secret ballot
was conducted on June 4, 1940, under the direction and supervision
of the Regional Director for the Fourth Region (Philadelphia, Penn-
Sylvania). On June 6, 1940, the Regional Director, acting pursuant
to Article III, Section 9, of National Labor Relations Board Rules
and Regulations-Series 2, as amended, issued and duly served upon
the parties his Election Report. Full opportunity. to participate in
the conduct of the election and to make challenges was afforded all
parties. No objections to the conduct of the ballot or to the Election
Report have been filed by any of the parties.
As to the balloting and its results, the Regional Director reported
as follows :

IT IS HEREBY CERTIFIED that International Brotherhood of Pulp,
Sulphite and Paper Mill Workers , Local 286, affiliated with the Amer-
ican Federation of Labor, has been designated and selected by a
majority of the regular production and maintenance° employees- of
Herman Race, Louis . Race, Jack Race, and Helen Race, individually,
and as copartners , doing .business under the firm name and style of
Race Brothers , Philadelphia, Pennsylvania, exclusive of supervisory
employees , as their repi •esenta .tive for the purposes of collective bar-
gaining, and that, pursuant to Section 9 (a) of the National Labor
Relations Act, International Brotherhood of Pulp, Sulphite and Paper
Mill Workers , Local 286, affiliated with the American Federation of
Labor, is the exclusive representative of all such employees for the
purposes of collective bargaining in respect to rates of pay, wages,
hours of employment , and other conditions of employment.
