Employer and NATIONAL UNION OF PROTECTIVE SERVICES ASSOCIATIONS (NUPSA) Petitioner and INTERNATIONAL UNION, SECURITY, POLICE AND FIRE PROFESSIONALS OF AMERICAN (SPFPA) Union Case 05-RC-125014 DECISION AND CERTIFICATION OF REPRESENTATIVE The National Labor Relations Board has considered objections to a secret mail- ballot election held between April 30, 2014 and May 14, 2014, and the Regional Director's report recommending disposition of them. The election was conducted pursuant to a Stipulated Election Agreement. The tally of ballots show 12 ballots cast for the Petitioner, 7 ballots cast for the Union, and 1 ballots cast against the participating labor organizations. There were 4 void ballots and 0 challenged ballots, an insufficient number to affect the results. No exceptions have been filed to the Regional Director's report within the time provided. Accordingly, the Board adopts the Regional Director's findings and recommendations, and finds that a certification of representative should be issued. 2 CERTIFICATION OF REPRESENTATIVE IT IS CERTIFIED that a majority of the valid ballots have been cast for National Union of Protective Services Associations (NUPSA) and that it is the exclusive collective- bargaining representative of the employees in the following appropriate unit: All full-time and regular part-time security officers and sergeants employed by the Employer at the U.S. Environmental Protection Agency facilities currently located at 1200 Pennsylvania Avenue, NW, 1201 Constitution Avenue, NW, and 1301 Constitution Avenue, NW in Washington DC; but excluding all lieutenants, captains, managerial employees, office clerical employees, professional employees, and supervisors as defined in the Act.
