R-3023 and R-3024 'CERTIFICATION OF REPRESENTATIVES January 13, 1942 On October 11, 1941, the National Labor Relations Board issued its Decision and Direction of Elections in the above-entitled pro- ceeding.' On November 28, 1941, the Board issued its Supplemental Decision, Direction of Run-off Election, and Certification of Repre- sentatives in the above-entitled proceeding.2 Pursuant to the Direc- tion of Run-off Election, an election by secret ballot was conducted on December 19, 1941, under the direction and supervision of the Regional Director for the Seventh Region (Detroit, Michigan). On December 22, 1941, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regula- tions-Series 2, as amended, issued and duly served upon the parties his Election Report. No objections to the conduct of the ballot or to the Election Report were filed by any of the parties. B., No. 52. 204 MONTGOMERY WARD & COMPANY 205 By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Rela- tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS HEREBY CERTIFIED that United Retail, Wholesale and Depart- ment Store Employees of America, affiliated with the Congress 'of Industrial Organizations, has been 'designated and selected by a' majority'of all employees at the 400 South Washington Avenue, Royal Oak, Michigan, store of Montgomery Ward & Company, Chicago, Illinois, excluding divisional 'directors, store managers, assistant managers, employees in leased departments, floor managers, depart- ment heads, personnel directors and their assistants, store detectives or police, private secretaries of store managers, chief engineers, and buyers, as their representatives for the purposes of collective bargain- ing, and that pursuant to the provisions of Section 9 (a) of the National Labor Relations Act, United Retail, Wholesale and Department Store' Employees of America, affiliated with the Congress of Industrial Organizations,'is the exclusive representative of all such employees for the purposes of collective bargaining with respect to rates of pay, wages, hours of employment, and other conditions of employment.
