The tally of ballots shows 17 for the Petitioner, 13 for the Intervenor and 1 against representation, with 1 challenged ballot, an insufficient number to affect the results. The Board has reviewed the record in light of the exceptions and briefs, has adopted the hearing officer’s findings and recommendations,1 and finds that a certification of representative should be issued. 1 In adopting the hearing officer’s recommendation to overrule Intervenor’s Objection 3, we find in agreement with the hearing officer that the statements at issue conveyed no coercive messages, threats, or promises. In light of this finding, we find it unnecessary to pass on the 2 CERTIFICATION OF REPRESENTATIVE IT IS CERTIFIED that a majority of the valid ballots have been cast for National Association of Special Police and Security Officers and that it is the exclusive collective- bargaining representative of the employees in the following appropriate unit: All full-time and regular part-time armed security officers employed by the Employer for uniformed security services at the U.S. Census Bureau headquarters currently located at 4600 Silver Hill Road, Suitland, Maryland, but excluding all office clerical employees, professional employees, managerial employees, lieutenants, captains, and supervisors as defined in the Act.
