CERTIFICATION OF REPRESENTATIVES

On July 3, 1941, the National Labor Relations Board, herein called
the Board, issued its Decision and Direction of Election in this pro-
ceeding. On September 20, 1941, the Board issued its Supplemental
Decision and Direction.2 On December 23, 1941, the Board issued
its Second Supplemental Decision and Direction.-3 On December 31,
1941, pursuant to the Direction, the ballot of Olga Winausky, found
by the Board to be valid, was opened and counted under the direction
and supervision of the Regional Director for the Second Region
(New York City) On January 2, 1942, the Regional Director issued
and duly served upon the parties her Third Supplemental Election
Report.
As to the final results of the balloting, the Regional Director
reported as follows :

On January 8, 1942, Lilly Dache, Inc., herein called the Company,
filed its Objections to Third Supplemental Election Report. The

Board has considered the Third Supplemental Election Report and
the Company 's objections thereto and finds that the objections do
not raise substantial and material issues with respect to the conduct
of the ballot or to the Third Supplemental Election Report. The
objections are hereby overruled.
CERTIFICATION OF REPRESENTATIVES
By virtue of and pursuant to the power vested in the National
Labor Relations Board by Section 9 (c) of the National Labor Rela-
tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and
9, of National Labor Relations Board Rules and Regulations-Series
2, as amended,
IT IS HEREBY CERTIFIED that Millinery Workers Union, affiliated
with the American Federation of Labor, has been designated and
selected by a majority of all copyists, head copyists, milliners, im-
provers, table runners, feather trimmers , blockers, block makers,
stitchers , and employees in the shipping department of Lilly Dache,
Inc., New York City , excluding executives and supervisory employ-
ees, sales and showroom employees , office, clerical , and maintenance
employees , designers , workroom feeders , shoppers, stockroom em-
ployees and employees in the bag department, as their representative
for the purposes of collective bargaining and that, pursuant to the
provisions of Section 9 (a) of the National Labor Relations Act,
Millinery Workers Union, affiliated with the American Federation
of Labor, is the exclusive representative of all such employees for
the purposes of collective bargaining in respect to rates of pay,
wages, hours of employment, and other conditions of employment.
