On January 28, 1941, the National Labor Relations Board issued
its Decision and Direction of Elections in the above -entitled pro-
ceedings,' and on February 13, 1941 ;' issued its Amendment to Direc-
tion of Elections . 2 Pursuant to the Direction of Elections, as
amended, elections -by secret ballot were conducted under the direction
and supervision of the Regional Directors for the Fifth Region
(Baltimore, Maryland ), Seventh -' Region ( Detroit, Michigan) , and
Ninth Region ( Cincinnati , Ohio), respectively , on February 26 'and
27, 1941. On February - 27, February 28, and March 1 , 1941, the
Regional Directors for the Fifth, Seventh , and Ninth Regions, acting
