R-3246, R-3247, and R-3.248, respectively SUPPLEMENTAL DECISION CERTIFICATIONS OF REPRESENTATIVES AND ORDER January 16, 1942 On December 6, 1941, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Elections in the above-entitled proceedings.' Pursuant to the Direction of Elections, elections by secret ballot were conducted on December 22 and 23, 1941, under the direction and supervision of the Acting Regional Director for the Sixth Region (Pittsburgh, Pennsylvania). On December 27, 1941, the Acting Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties his Elections Report. No objections to the conduct of the ballots or the Elections Report have been filed by any of the parties. I. 0--------------------------------- ----- --- 47 2 The Acting Regional Director reported that in this election , ballots with instructions for return mailing not later than December 23, 1941, were mailed to 4 employees , the only employees in the three units who were in military service. Although their ballots had not been returned on December 26, 1941, when the count was made, they cannot affect the result of the election. The results of the elections show that in the unit of masters, licensed mates, and pilots no collective bargaining representative has been selected by a majority of the Company's employees. We shall, therefore, dismiss the petition of National Organization Masters, Mates & Pilots of America, Local No. 25, affiliated with the American Federation of Labor, for investigation and certification of representa- tives of the Company's employees in that unit and certify the repre- sentatives respectively designated by the majorities of the Company's employees in each of the other two units. 438861-42-vol. 38-24 354 DECISIONS OF NATIONAL LABOR RELATIONS BOARD CERTIFICATIONS'OF REPRESENTATIVES Pursuant to the power vested in the National Labor Relations Act, 49 Stat. 449 , and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS HEREBY CERTIFIED that National Marine Engineers Beneficial Association , affiliated with the Congress of Industrial Organizations, has been designated and selected by a majority of all licensed marine engineers of Jones & Laughlin Steel Corporation, Pittsburgh , Pennsyl- vania, as their representative for the purpose of collective bargaining, and that, pursuant to Section 9 (a) of the Act, National Marine Engineers Beneficial Association , affiliated with the Congress of Industrial Organizations , is the exclusive representative of such em- ployees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment , and other conditions of employ- ment ; and IT IS HEREBY FURTHER CERTIFIED that National Maritime Union, affiliated with the Congress of Industrial Organizations , has been designated and selected by all watchmen , deck hands , boiler deck hands, firemen , strikers , cook house or galley employees, stewardesses, chambermaids , coal passers and all other categories of unlicensed personnel employed by Jones & Laughlin Steel Corporation , Pitts- burgh, Pennsylvania , on river boats , as their representative for the purposes of collective bargaining , and that, pursuant to Section 9 (a) of the Act , National Maritime Union, affiliated with the Congress of Industrial Organizations , is the exclusive representative of such employees for the purposes of collective bargaining in respect to rates of pay , wages, hours of employment , and other conditions of employment. ORDER By virtue of Section 9 (c) of the National Labor Relations Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, the National Labor Relations Board hereby orders that the petition of National Organization Masters, Mates & Pilots of America, Local No. 25, affiliated with the American Federation of Labor, for investi- gation and certification of representatives of employees of Jones & Laughlin Steel Corporation , filed herein be, and it hereby is, dismissed.
