On September 22, 1939, the National Labor Relations Board, herein
called the Board, issued a Decision, Order, and Direction of Election
in the above-entitled case? Pursuant to the Direction of Election, an
election by secret ballot. was conducted on October 6 and 7, 1939, at
Grinnell, Creston, Osceola, Centerville, Ottumwa, Washington, and
Burlington, Iowa, under the direction and-supervision ofrthe'Regional
Director for the Eighteenth Region (Minneapolis, Minnesota). On
October 12, 1939, the Regional Director, acting pursuant to Article
III, Section 9, of National Labor Relations Board Rules and Regu-
lations-Series 2, issued, and on October 13 and 14, 1939, duly served
upon the parties an Election Report containing a tally of the ballots
and his findings and recommendations. On October 19, 1939, Utility
