R-3822 to R-3825, inclusive, respectively SUPPLEMENTAL DECISION ' ' AND CERTIFICATION OF REPRESENTATIVES October 10, 1942 On July 28, 1942, the National Labor Relations Board issued a Decision and Direction of Election in the above-entitled proceedings.,. Pursuant to the Direction of Election, elections by secret ballot were conducted on August 24, 1942, September 5, 1942, and September 8, 1942, under the direction and supervision of the Regional Director for the Twentieth Region (San Francisco, California). On Sep- tember 29, 1942, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regu- lations-Series 2, as amended, issued and duly served upon the parties an Elections Report. , No objections to the conduct of the ballots or to the Elections Report have been filed by any of the parties. As to the balloting and its results the Regional Director reported as follows : 1. O_ 7 Number of votes for neither______________________---------------------------------- 0 Total number of votes counted________________________________ - 19 Number of blank ballots ------------------------------------- '0 Number of void ballots--------------------------------------- 0 Number of challenged ballots_________________________________ 0 In the Decision and Direction of Election previously referred • to, the Board made no final determination of the appropriate unit but stated that it would permit the scope of the unit or units to depend ,in part upon the results of the elections, since the unlicensed employees -in the deck, engine, and stewards' departments might properly con- stitute separate departmental bargaining units or might function as parts of a single-unit comprising all three departments. Upon the basis of, the entire record in the case, the Board makes the following : SUPPLEMENTAL FINDINGS OF FACT We find that all unlicensed deck personnel employed by the Com- pany constitute, a unit appropriate for the purposes of collective bargaining within the meaning of Section 9 (b) of -the Act. • We further find that all unlicensed engine employees employed by the Company constitute a unit appropriate for the purposes of collective bargaining within the meaning of Section 9 (b) of the Act. We also find that all unlicensed employees in the stewards' depart- ment of the Company constitute a unit appropriate for the purposes of collective bargaining within the meaning of Section 9. (b) of the Act. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c),of the National Labor Rela- 4070 DECISIONS OF NATIONAL LABOR RELATIONS BOARD tions Act, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS HEREBY CERTIFIED that Sailors Union of the Pacific has been designated and selected by a majority of the unlicensed deck person- nel employed by Hillcone Steamship Company, Ltd., as their repre- sentative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the National Labor Relations Act, Sailors Union of the Pacific is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment. IT Is FURTHER CERTIFIED that Seafarers International Union of North America, Pacific -District,_has been designated and selected by a majority of the unlicensed engine employees of Hillcone Steamship Company, Ltd., as their representative for, the purposes of collective bargaining, and that pursuant to Section 9 (a) of the National'Labor Relations Act, Seafarers International Union of North America, Pacific District, is the.exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment. IT IS FURTHER ' CERTIFIED that Seafarers International Union of North America, Pacific: District, has been designated and selected by 'a majority of the unlicensed employees in the stewards' department .of the Hillcone Steamship Company, Ltd., as their representative for the purposes of collective bargaining, and that pursuant to Section :9 (a) of the National Labor Relations Act, Seafarers International Union of North America, Pacific District, is the exclusive-representa- tive of all such employees for the purposes of collective bargaining with respect to rates ,of pay, wages, hours of employment, and other, conditions of employment.
