Union’s Request for Review of the Regional Director’s decision to reinstate the
petition in Case 4-RD-2048 and hold the petitions in abeyance pending disposition of the
unfair labor practice cases raises no substantial issues warranting reversal of the Regional
Director’s action. Accordingly, the Regional Director’s decision is affirmed.1

1 At such time that the Regional Director determines whether the processing of either petition held in
abeyance should be resumed, the Regional Director shall, if appropriate, conduct an analysis pursuant to
Master Slack Corp., 271 NLRB 78 (1984), to determine whether there is specific proof of a causal
relationship between the unfair labor practices and any subsequent employee disaffection with the Union
such that the petition is tainted and the petition must be dismissed. See NLRB Casehandling Manual Part
Two, Representation Proceedings, Sec. 11733.2(a)(3).
