R-1311 and R-1312, respectively CERTIFICATION OF REPRESENTATIVES October 26, 1939 On September 19, 1939, the National Labor Relations Board, herein called the Board, issued a Supplemental Decision, Second Direction of Election, and Certification of Representatives in the above-entitled cases? The Second Direction of Election, as amended on October 2, 1939,2 provided that an election by secret ballot be conducted within thirty (30) days from the date of the Second Direction among the engineers, firemen, and hostlers, employed by the Great Lakes Steel Corporation at its Great Lakes Division, Ecorse, Michigan, who were eligible to vote in the election of August 18, 1939, which was held pur- suant to 'a Decision and Direction of Elections herein,3 excluding those employees who had- since quit or been discharged for cause, to determine whether or not they desired to be represented by Independ- ent Steel Workers Association for the purposes of collective bar- gaining. Pursuant to the Second Direction, an election by secret ballot was held on October 11, 1939, under the direction and supervision of the Regional Director for the Seventh Region, Detroit, Michigan. On October 13, 1939, the said Regional Director, acting pursuant to Ar- ticle III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, issued and duly served upon the parties an Election Report on the election. B., No. 47. 467 468 DECISIONS OF NATIONAL LABOR RELATIONS BOARD As to the balloting and its results, the Regional Director reported as follows : Total number eligible to vote------------------------------- 40 Total number of ballots cast------------------------------- 40 Total number of valid votes cast---------------------------- 40 Total number of votes for Independent Steel Workers Association---------------------------------------------- 25 Total number of votes against Independent Steel Workers Association---------------------------------------------- 15 Total number of challenged ballots ------------------------- 0 Total number of blank ballots ------------------------------ 0 Total number of void ballots------------------------------- 0 By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Rela- tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, IT Is HEREBY CERTIFIED that Independent Steel Workers Association has been designated and selected by a majority of all engineers, fire- men, and hostlers employed by the Great Lakes Steel Corporation at its Great Lakes Division, Ecorse, Michigan, as their representative for the purposes of collective bargaining and that, pursuant to the provisions of Section 9 (a) of the Act, Independent Steel Workers Association is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment; MR.
