R-3594 to R-3597, inclusive, respectively SUPPLEMENTAL DECISION AND CERTIFICATION OF REPRESENTATIVES' June 15, 1942 On April 24,1942 , the National Labor Relations Board, herein called the Board , issued its Decision and Direction of Elections in the above- entitled proceeding.' Pursuant to said Direction of Elections ,_ elec- tions by secret ballot were conducted on May 20, 1942, under the direc- tion and supervision of the Regional Director for the Thirteenth Region ( Chicago, Illinois ). On May 23, 1942, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended , issued an Elec- tion Report, copies of which were duly served upon the parties. No objections to the conduct of the ballot or to the Election Report were filed by any of the parties. F. of L-------------- 16 Number of votes cast for neither-------------------------- 0 In the Decision and Direction of Elections previously referred to, we ordered separate elections among the foregoing groups of em- ployees, stating that there would be no final determination of the appropriate unit or units pending the results of the elections. We further stated that such of the groups as chose a union other than International Union, United Automobile, Aircraft & Agricultural Implement Workers of America, would constitute separate and dis- tinct appropriate units, and that such as chose International Union, United Automobile, Aircraft & Agricultural Implement Workers of America, would together constitute a single appropriate unit. Upon the basis of the entire record in the case, the Board makes the following : SUPPLEMENTAL FINDINGS (1) We find that all operating engineers (including steam checkers), of Buick Motor Division, General Motors Corporation, Melrose Park, Illinois, excluding the chief engineer and salaried employees in the powerhouse whose duties are of a purely supervisory nature, constitute a unit appropriate for the purposes of collective bargaining, within the meaning of Section 9 (b) of the Act. (2) We find that all firemen, oilers, boiler washers, water tenders, coal passers, ash handlers, engine and boiler room helpers, and water treatment men, of Buick Motor Division, General Motors Corpora- tion, Melrose Park, Illinois, excluding clerical and supervisory em- ployees, constitute a unit appropriate for the purposes of collective bargaining, within the meaning of Section 9 (b) of the Act. (3) We find that all production and maintenance employees of Buick Motor Division, General Motors Corporation, Melrose Park, Illinois, including mechanical employees in the engineering depart- ment; and including all employees in Tool Room Department 29-62 GENERAL MOTORS CORPORATION 991 and Tool Inspection Department 39-91, consisting of tool and die makers, tool inspectors, and machine hands, excluding office and supervisory employees ; and excluding employees of sales, accounting, personnel, and industrial relations departments, superintendents and assistant superintendents, general foremen, foremen and assistant foremen, and all other persons working in a supervisory capacity including those having the right to hire and discharge or those whose duties include recommendations as to hiring or discharging (but not leaders), time-study men, plant protection employees (but not to include maintenance patrolmen or fire patrolmen), all clerical employees, chief engineers and shift operating engineers working in the power plant at the Melrose Park plant, designing (drawing board), production, estimating and planning engineers, draftsmen and detailers, physicists, chemists, metallurgists, artists, designer- artists and clay plaster modelers, timekeepers, technical school students, indentured apprentices, kitchen and cafeteria help, and also excluding employees coming within units (1) and (2) above; consti- tute a unit appropriate for the purposes of collective bargaining, within the meaning of Section 9 (b) of the Act. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Rela- tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS HEREBY CERTIFIED that International Union of Operating En- gineers, Local 399, has been designated and selected by a majority of the employees of Buick Motor Division, General Motors Corpora- tion, Melrose Park, Illinois, within the unit found appropriate in paragraph (1) above, as their representative for the purposes of collective bargaining, and that pursuant to Section 9 (a) of the National Labor Relations Act, International Union of Operating Engineers, Local 399, is the exclusive representative of all such em- ployees for the purposes of collective bargaining with respect to rates of pay, wages, hours of employment, and other conditions of employment. It is hereby certified that International Brotherhood of Firemen and Oilers, Local No. 7, has been designated and selected by a majority of the employees of Buick Motor Division, General Motors Corporation, Melrose Park, Illinois, within the unit found appro-' priate in paragraph (2) above, as their representative for the pur- poses of collective bargaining, and that pursuant to Section 9 (a) 992 DECISIONS OF NATIONAL LABOR RELATIONS BOARD of the National Labor Relations Act, International Brotherhood of Firemen and Oilers, Local No. 7, is the exclusive representative of all such employees for the purposes of collective bargaining, with respect to rates of pay, wages, hours of employment, and other conditions of employment. IT IS HEREBY CERTIFIED that International Union, United Auto- mobile, Aircraft & Agricultural Implement Workers of America, has been designated and selected by a majority of the employees of Buick Motor Division, General Motors Corporation, Melrose Park, Illinois, within the unit found appropriate in paragraph (3) above, as their representative for the purposes of collective bargaining, and that pursuant to Section 9 (a) of the National Labor Relations Act; International Union, United Automobile, Aircraft & Agricultural Implement Workers of America, is the exclusive representative of all such employees for the purposes of collective bargaining with respect to rates of pay, wages, hours of employment, and other conditions of. employment.
