EMANUEL, MEMBER Dated, Washington, D.C., April 18, 2018. 1 In denying review, we note that the Employer’s Request for Review, which has been prepared by its counsel, disputes the Regional Director’s decision to overrule certain objections without a hearing based on deficiencies in the Employer’s offer of proof, but fails to provide any meaningful supporting explanation of its position. Indeed, the Request for Review at no point even summarizes the evidence proffered in the Employer’s offer of proof, or explains why the Regional Director’s assessment of that evidence was erroneous. As such, the Request for Review fails to comply with the requirement that such a request be a self-contained document enabling the Board to rule on the issues on the basis of its contents. See Sec. 102.67(e) of the Board’s Rules and Regulations. Member Emanuel expresses no view with respect to whether he agrees or disagrees with the revisions made to the Board’s Election Rule, but he agrees that it applies here and warrants denial of the Employer’s request for review and extraordinary relief.
