1 In denying review, we observe that the Employer does not expressly propose an
alternative unit consisting of only painters and detailers. But to the extent that the Employer’s
Request for Review can be read as suggesting such a unit, we find that the Employer failed to
carry its burden of proving that the painters share an overwhelming community of interest with
the petitioned-for detailers.
