The Intervenor’s request for review of the Regional Director’s determination not to
impound the ballots under Section 103.20(c) of the Board’s Rules and Regulations is denied as it
raises no substantial issues warranting review.2 The Intervenor’s request for extraordinary
relief—to impound the ballots pending the Board’s ruling on its request for review—is denied as
moot.
