Intervenor #1 and UNION RIGHTS FOR SECURITY OFFICERS Intervenor #2 and GOVERNED UNITED SECURITY PROFESSIONALS Intervenor #3 and INTERNATIONAL UNION, SECURITY, POLICE & FIRE PROFESSIONALS OF AMERICA (SPFPA) Intervenor #4 DECISION AND CERTIFICATION OF REPRESENTATIVE The National Labor Relations Board has considered an objection to a mail-ballot election held between April 2 and April 17, 2014, and the hearing officer's report recommending disposition of them.1 The election was conducted pursuant to a Stipulated 1 The hearing officer recommended that Intervenor #2’s objection be overruled concerning the allegation that the Employer failed to post copies of the Notice of Election at the work 2 Election Agreement. The tally of ballots shows 73 ballots cast for the Petitioner, 3 ballots cast for Intervenor #1, 4 ballots cast for Intervenor #2, 0 ballots cast for Intervenor #3, 0 ballots cast for Intervenor #4, and 0 ballots cast against the participating labor organizations. There were 7 void ballots and 9 challenged ballots, an insufficient number to affect the results. No exceptions have been filed to the hearing officer's report within the time provided. Accordingly, the Board adopts the hearing officer's findings and recommendations, and finds that a certification of representative should be issued. CERTIFICATION OF REPRESENTATIVE IT IS CERTIFIED that a majority of the valid ballots have been cast for National Alliance of Law Enforcement Officers and that it is the exclusive collective-bargaining representative of the employees in the following appropriate unit: All full-time and regular part-time security guards, as defined by Section 9(b)(3) of the National Labor Relations Act, as amended, assigned by the Employer at the White Oak Federal Research Center, 10903 New Hampshire Ave., Silver Spring, MD and 20400 Century Blvd., Germantown, MD; but excluding all office clerical employees, professional employees, Project Managers, Assistant Project Managers, Captains, all other supervisors as defined by the Act.
