S. A. Cases Nos. R-1032 and R-1033 CERTIFICATION OF REPRESENTATIVES, September 6, 1940 On January. 4, 1939, the National Labor Relations Board, herein called the Board,.issued its Decision and Direction of Elections in the above-entitled proceedings.' On April 2, 1940, the Board issued a Supplemental Decision and Amendment to Direction of Elections.2 The Direction of Elections, as amended, provided that elections by secret ballot be conducted as soon as convenient, and beginning as promptly as practicable after the date of the Direction; under the di- rection and supervision of the Regional Director for the Second Re- gion, among those employees of the Cities Service Oil Company, New York City, herein called the Company, within the groups described below: (1) among the licensed deck officers, including masters, em- ployed by the Company on vessels operating out of Atlantic and Gulf ports to determine whether or not they-desire to be represented by Deepwater Officers Association for the purposes of collective bargain- ing; and (2) among the licensed engineers employed by,the Company on vessels operating out of Atlantic and Gulf ports to determine whether or not they desire to be represented by Deepwater Officers-As- sociation for the purposes of collective bargaining. Pursuant.to the Direction of Elections, as amended, elections, by secret ballot were conducted among the above-described employees of the Company, under the direction and supervision of the Regional Director for the Second Region. On August 8, 1940, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued ,and duly served upon the parties to the proceedings her Election Report.
