AND
CERTIFICATION OF REPRESENTATIVES
STATEMENT OF THE CASE
Upon petition and amended petitions, duly filed by the Steel Work-
ers Oiganizing Committee, affiliated with the Congress of Industrial
Organizations, herein called the C 1 0, alleging that a question
affecting commerce had aiisen concerning the representation of em-
ployees of Carnegie-Illinois Steel Corporation, herein called the Com-
pany, having its principal executive offices in Pittsburgh, Pennsyl-
vania, and engaged in the manufacture and sale of steel, steel products,
and byproduct coke, at plants located in Illinois, Indiana, Ohio, Penn-
sylvania, and West Virginia, the National Labor Relations Board
provided for an appropriate hearing upon due notice On May 30,
1942, before a hearing Was held, the Company, the C I 0., and the
Regional Director for the Sixth Region (Pittsburgh, Pennsylvania)
enteied into a "Stipulation for Certification Upon Consent Elections."
Pursuant to the stipulation, elections by secret ballot were con-
ducted on June 11, 1942, under the direction and supeivision of the
Regional Director among all employees in the following plants of the
Company :

the Regional Director issued and duly served upon the parties Elec-
tion Reports on the balloting Objections to the election among the
employees of the McDonald Mills, McDonald, Ohio, a division of the
Youngstown District, were filed by the United Roll Turners Asso-
ciation After due investigation and consideration the Regional
Director dismissed the objections, without prejudice to any further
disposition of the Petition for Investigation and Certification of
Representatives filed by the Association pursuant to Section 9 (c)
of the National Labor Relations Act with the Regional Director
for the Eighth Region, (Cleveland, Ohio) in Case No VIII-R-822.
No other objections to the conduct of the ballots or to the Election
Reports have been filed by any of the parties

Upon motion duly filed by the Steel Workers Organizing Committee
praying that the name "United Steelworkers of Ameiica" be substi-
tuted for the name "Steel Workeis Organizing Committee" in the cap-
tion and ielevant portions of the iecoid in this pioceeding, the Board
on July 16, 1912, issued and duly served upon the parties its notice to
show cause why said motion should not be gi anted No sufficient cause
to the contrary having been shown, the Board on July 24, 1942, issued
its order granting said motion to substitute the name "United Steel-
workers of America" foi the name "Steel Woikeis Organizing Commit-

wise be included in the unit.

watchmen, guards, and all clerical employees constitute a unit appro-
priate for the purposes of collective bargaining within the meaning
of Section 9 (b) of the Act
3. United Steelworkeis of America has been designated and selected
by a majority of employees as their representative for the purposes
of collective bargaining and is the exclusive representative of all em-
ployees in said unit, within the meaning of Section 9 (a) of the Act.
CERTIFICATION OF REPRESENTATIVES
By virtue of and pursuant to the power vested in the National
Labor Relations Board by Section 9 (c) of the National Labor Rela-
tions Act,
IT IS HEREBY CERTIFIED that the United Steelworkers of America
has been designated and selected by a majority of all employees in the
