On August 22, 1941, the National Labor Relations Board, herein
called the Board, issued its Decision and Direction of Election in the
above-entitled proceeding.' On December 4, 1941, the Board issued-
it Supplemental Decision and Direction.' Pursuant to the Supple-
mental Decision and Direction, the Regional Director, acting pursuant
to Article III, Section 9, of National Labor Relations Board Rules and
Regulations-Series 2, as amended, issued and duly served upon the
parties a Supplemental Election' Report No objections to the Supple-
mental Election Report have been filed by any of the parties.
As to the balloting and its results, the Regional Director reported as

Labor Relations Board by Section 9 '(c) of the National Labor Rela-
tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and
9, of National Labor Relations Board Rules and Regulations-Series 2,
as amended,
IT IS HEREBY CERTIFIED that United Paper Novelty & Toy Workers
International Union, Local 148 (C. I. 0.), has been designated and

selected by a majority of the compositors, pressmen and feeders,
cutters, machine adjusters, machine operators, maintenance men,
porters, shipping- and receiving-room employees, and stock handlers at
the West Lake Street building of Brown Paper Goods Co., Chicago,
Illinois, excluding supervisory, office, and clerical employees, as their
representative for the purposes of collective bargaining, and that,
pursuant to Section 9 (a) of the Act, United Paper Novelty & Toy
Workers International Union, Local 148 (C. I. 0.), is the exclusive
representative of all such employees for the purposes of collective
bargining in respect to rates of pay, wages, hours of employment, and
other conditions of employment.
MR. GERARD D. REILLY took no part in the consideration of the
above Certification of Representatives.
