    Plaintiff cannot state a private right of action based upon Georgia's criminal conversion statute. Plaintiff asserts that WellStar Spalding is liable for conversion based on violation of Georgia's criminal conversion statute, specifically O.C.G.A. § 16-8-4. (Compl.
