By the time thatRecorderarticle was published, García was already reaching out to members of the California Legislature, which, led by the Latino Legislative Caucus, enacted A.B. 1024 as a succinct and speedy answer to questions the court had raised on September 4. The bill amended California Business & Professions Code section 6064(b) to expressly authorize the California Supreme Court to issue a law license to “an applicant who is not lawfully present in the United States [who] has fulfilled the requirements for admission to practice law.” The new law quickly passed by a bipartisan landslide (29 to 5 in the Senate and 62 to 4 in the Assembly) and was delivered to Gov. Brown on September 26, 2013.
