Section R432-8-5 - General Construction, Patient Service Facilities(1) The licensee shall comply with Sections R432-4-20 and R432-4-12. Where a modification is cited in this rule, the modification shall supersede a conflicting requirement.(2) The licensee shall ensure the following in patient service settings: (a) the environment of the nursing unit gives a feeling of openness with emphasis on natural light and exterior views;(b) interior finishes, lighting, and furnishings, suggest a residential rather than an institutional setting;(c) security and safety devices are presented in a manner that will not attract or challenge tampering by patients;(d) at least two single-bed rooms, with private toilet rooms, are provided for each nursing unit;(e) minimum patient room areas, exclusive of toilet rooms, closets, lockers, wardrobes, alcoves, or vestibules, measure 100 square feet in single-bed rooms and 80 square feet per bed in multiple-bed rooms;(f) patient rooms include a wardrobe, closet, or locker, with minimum clear dimensions of 22 inches deep by 36 inches wide, suitable for hanging full-length garments, with a break-away clothes rod and adjustable shelf;(g) visual privacy is not required in all multiple-bed rooms, however privacy curtains are provided in 5% of multiple-bed rooms for use in treating detoxification patients;(h) laundry facilities are available to patients, including an automatic washer and dryer;(i) bathing facilities shall be provided in each nursing unit at a ratio of one bathing facility for each six beds not otherwise served by bathing facilities within individual patient rooms and comply with the following:(i) each bathtub or shower is in an individual room or enclosure adequately sized to allow staff assistance and designed to provide privacy during bathing, drying, and dressing; and(ii) at least one shower in central bathing facilities is designed for use by a wheelchair patient;(j) a toilet room with direct access from the bathing area is provided at each central bathing area and complies with the following: (i) doors to toilet rooms shall permit access from the outside in case of an emergency;(ii) a handwashing fixture is provided for each toilet in each toilet room; and(iii) at least one patient toilet room in each nursing unit contains a shower or tub in addition to the toilet and lavatory and fixtures are wheelchair accessible;(k) there is at least one seclusion room for each 24 beds located for direct nursing staff supervision or equipped with a closed circuit television system with a monitor at the nursing station that complies with the following:(i) each seclusion room is designed for occupancy by one patient and complies with the following;(ii) the room has an area of at least 60 square feet and is constructed to prevent patient hiding, escape, injury, or suicide;(iii) if a licensee has more than one nursing unit, the number of seclusion rooms shall be a function of the total number of beds in the facility;(iv) seclusion rooms may be grouped in a common area;(v) special fixtures and hardware for electrical circuits is used to provide safety for the occupant;(vi) doors are 44 inches wide and permit staff observation of the patient while providing patient privacy;(vii) seclusion rooms are accessed through an anteroom or vestibule large enough to safely manage the patient and also provide direct access to toilet rooms; and(viii) seclusion rooms including floor, walls, ceiling, and all openings, are protected with no less than one-hour-rated construction.Utah Admin.
