Section 1.380 - Applicability(a) This subchapter applies to all agencies under the jurisdiction of the Governor's Office.(b) This subchapter is intended only to improve the internal management of executive agencies and is not intended to create a right or benefit, substantive or procedural, enforceable at law by a party against the Commonwealth, its agencies, its officers or any person.
