Section 230-030-0050 - Approval of Contests
(1) All boxing contests shall be approved by the Director. Main event contracts, if applicable, shall be placed on file with the Director for approval at least 5 days prior to the event unless an exception is made by the Director. Contracts, if applicable, for all other boxers contending on the card shall be filed no later than 72 hours prior to the scheduled weigh-in time for the event unless an exception is made by the Director. No promoter may announce or publicize a contest unless both contestants have executed a contract, if applicable, with the promoter for the contest, each contestant has been licensed, and the Director has approved the contest.
(2) The grounds for denial of a promoter's request to hold a boxing contest are as follows:
(a) The failure of the promoter or any person connected with the promotion and under the jurisdiction of the Superintendent to comply with any statute or rule regulating boxing in Oregon;
(b) The contest would be a mismatch based on the record, experience, skill and condition of the contestants and would expose one or both contestants to serious injury;
(c) The Director does not have adequate staff to enforce the statutes and rules regulating boxing enacted and adopted to protect the health, safety and welfare of the participants and consumers and guarantee the collection of revenue due to the state from the contest and all ancillary rights incidental thereto.
