"Operator" means a person responsible for safety and who controls, initiates or otherwise creates pyrotechnic effects, special effects or flame effects. Such person is also responsible for the proper storage, loading, handling, use, mixing, device wiring, testing, discharging, firing, and rendering safe of any pyrotechnic effect, special effect, flame effect, device or equipment, as well as setting up and removing pyrotechnic or flame effect materials and devices after a performance.
