"Revocation'' means the termination by formal action of the division of a transportation network company operating permit. The revocation of any permit shall remain in effect until the expiration of the period of revocation. During the period of revocation, no application for renewal of said permit may be acted upon by the division. If the permit expires during the period of revocation, the person shall be required to obtain a new permit at the regular fee.
