Failure to meet the proficiency requirements shall not prevent a person from being licensed as an unarmed security guard, unarmed private investigator, or unarmed bail recovery agent or combination, during the time period that the person's license to work as an armed guard, private investigator, or armed bail recovery agent, or combination, is under suspension.
