Each hearings examiner shall, at any stage of the hearing process, withdraw from a case if the hearings examiner has or has had a personal or business relationship with any party, witness or representative, that may hinder him or her from being able to arrive at an impartial decision on the issue(s), or for any other reason that might interfere with his or her ability to remain impartial.
