Carriers shall require the consignee to remove trailer-on-flatcar and container-on-flatcar shipments from the carriers property within 48 hours, Saturdays, Sundays and holidays excluded, after notice of arrival has been sent or given. If the trailers or containers are not so removed, the carrier shall immediately dispose of the shipment by storage, by disposal, or when necessary to insure safety, by destruction under the supervision of a competent person.
