Section Saf-C 1314.06 - Power Lift(a) The lifting mechanism shall be able to lift a minimum payload of 800 pounds. A clear opening and platform shall be provided to accommodate a wheelchair 30 inches in width.(b) When the platform is in the full upright position, it shall be mechanically locked in position by means other than a support or lug in the door.(c) Controls shall be provided that enable the operator to activate the lifting mechanism from inside or outside of the school bus. The platform shall be installed in such a manner as to prevent it from falling while in operation in the event of a power failure.(d) Each power lift shall be equipped so that it may be manually raised in the event of a power failure of the lifting mechanism.(e) The platform shall rest securely on the ground.(f) All edges of the platform shall be designed to restrain the wheelchair and the operator's foot from being entangled during the raising and lowering process.(g) The platform shall be fitted on both sides and rear with full width shields that extend above the floor line of the platform.(h) A restraining device shall be affixed to the outer edge or curb end of the platform to prevent the wheelchair from rolling off the platform when the lift is in any position other than fully extended to ground level.(i) A self-adjusting, skid resistant plate shall be installed on the outer edge of the platform to minimize the incline from the platform to ground level. This plate, if so designed, shall also suffice as the restraining device. The platform shall be skid resistant.(j) A fuse or circuit breaker shall be installed between the power source and lift motor in the event electrical power is used.(k) The lifting mechanism shall be equipped with adjustable limit switches or by-pass valves to prevent excessive pressure from building in the hydraulic system when the platform reaches the full up or down position.N.H.
