The purpose of this chapter is to establish requirements that may be used in lieu of Env-Hw 300 through Env-Hw 700 to manage certain types of widely generated hazardous waste defined in Env-Hw 104 as "universal wastes". These rules are designed to promote and encourage the collection and recycling of universal wastes in a manner that is protective of human health and the environment.
