Rule 15-16-1-49.12.1 - Responsibility1. There shall be a licensed administrator in an ICF-IID with authority and responsibility for the operation of the ICF-IID in all its administrative and professional functions subject only to the policies enacted by the governing authority and to such orders as it may issue. The administrator shall be the direct representative of the governing authority in the management of the ICF-IID and shall be responsible to said governing authority for the proper performance of duties.2. There shall be a qualified individual present in the ICF-IID responsible to the administrator in matters of administration who shall represent him or her during the absence.
