Acceptance of a patient for treatment shall be based on an intake procedure that results in the following conclusions: a. the treatment required by the patient is appropriate to the intensity and restrictions of care provided by the facility or program component; and/or b. the treatment required can be appropriately provided by the facility or program component; and c. the alternatives for less intensive and restrictive treatment are not available. The patient record shall contain the source of any referral.
