Each agency shall provide skilled nursing service and at least one other home health service on a part-time or intermittent basis. The skilled nursing service shall be provided directly by agency staff. Other home health services may be provided by agency staff directly or provided under arrangement through a contractual purchase of services. All services shall be provided in accordance with order of the patient's physician, podiatrist, nurse practitioners, physician assistants, or clinical nurse specialists, and under a plan of treatment established by such physician, podiatrist, nurse practitioners, physician assistants, or clinical nurse specialists.
