Section 26.11.19.09 - Control of VOC Emissions from Cold and Vapor Degreasing

A. Definitions. In this regulation, the following terms have the meanings indicated.

B. Terms Defined.

(1) Cold Degreasing.

(a) "Cold degreasing" means, except as provided in §B(1)(c) of this regulation, the use of degreasing material at ambient temperature or any temperatures below the boiling point of the degreasing material to remove grease from metal.

(b) "Cold degreasing" includes the use of degreasing material that removes grease from metal, but also leaves a residue on the metal for anticorrosion or other protective purposes.

(c) "Cold degreasing" does not include industrial wiping operations, cleaning of electronic assemblies, stripping or industrial coating removal systems used to remove propellants, paints, or other previously applied coatings other than grease from metal.

(2) "Degreasing material" means any substance used to remove grease from metal.

(3) "Grease" includes wax, oil, grease, and other similar substances.

(4) Halogenated Substance.

(a) "Halogenated substance" means, except as provided in Regulation §B(4)(b) of this regulation, a substance containing chlorine, fluorine, or bromine.

(b) "Halogenated substance" does not include a substance that contains only trace quantities of chlorine, fluorine, or bromine that result from the degreasing of metal.

(5) "Vapor degreasing" means the application of heat to vaporize degreasing material in which the resulting vapors are used to remove grease from metal.

(6) "VOC degreasing material" means any degreasing material, including water-based degreasing material, that contains 5 percent or more VOC.

C. Applicability. This regulation applies to a person who uses a VOC degreasing material for use in cold or vapor degreasing, including cold or vapor degreasing at:

(1) Service stations;

(2) Motor vehicle repair shops;

(3) Automobile dealerships;

(4) Machine shops; and

(5) Any other metal refinishing, cleaning, repair, or fabrication facility.

D. Requirements and Specifications for Cold Degreasing.

(1) During the time periods specified in §D(2) of this regulation, a person may not use any VOC degreasing material in cold degreasing that does not conform to the specifications in §D(2) of this regulation.

(2) A person may not use any VOC degreasing material that exceeds the following vapor pressure:

(a) Before May 15, 1996: 2 mm Hg at 20°C (0.038 psia);

(b) On and after May 15, 1996: 1 mm Hg at 20°C (0.019 psia).

(3) Good Operating Practices.

(a) A person subject to this regulation shall implement good operating practices to minimize spills and evaporation of VOC degreasing material.

(b) Good operating practices shall include covers (including water covers), lids, or other methods of minimizing evaporative losses, and reducing the time and frequency during which parts are cleaned.

(c) Good operating practices shall be established in writing, and displayed so they are clearly visible to the operator.

(d) The written good operating practices shall be maintained at the facility and made available for review by the Department upon request.

(4) A person subject to this regulation may not use a halogenated substance that is a VOC in any cold degreasing.

E. Requirements for Vapor Degreasing.

(1) A person may not use VOC degreasing material in vapor degreasing unless the vapor degreasing is equipped with:

(a) A condenser; or

(b) An air pollution control device with an overall control efficiency of not less than 90 percent.

(2) Vapor degreasing shall include separate enclosed chambers that allow draining of the parts being cleaned, capture of the vapors, or other procedures or methods to minimize evaporative losses of degreasing material.

F. Records. A person who is subject to §E(1) of this regulation shall maintain monthly records of the total VOC degreasing material used and make the records available to the Department upon request.
