Section 8-63-2 - Applicability(a) The rules in this chapter shall apply to all positions and employees in the civil service of the department. Unless a rule specifies otherwise, it shall not apply to positions and employees exempt from civil service.(b) The department's civil service system includes all positions in the department except those positions that are exempted pursuant to section 76-16, Hawaii Revised Statutes, or specifically exempted therefrom by the assistant superintendent in accordance with statutory requirements.
