The purpose of this chapter is to set forth the fundamental character of the system of personnel administration governed by these rules consistent with merit principles and the principles of equal employment opportunity within the department. Provisions of this chapter shall be construed as supplemental to, and in the context of, chapter 76, Hawaii Revised Statutes.
